Abt Associates, a major American research, technical assistance, and international development company, seeks highly qualified technical specialists in the fields below for the anticipated USAID-funded Supporting the Electronic Information Systems in Ethiopia to Improve Health Outcomes (SEIS) project. The project will support the Ethiopian Federal Ministry of Health (FMOH)’s work to improve its various networks of health information systems, and will collaborate with the FMOH’s Data Use Partnership, to improve the collection and use of high-quality routine information in the health sector. This five-year, $50M+ project is anticipated to start in October 2018.

Chief of Party (COP) – Provide leadership, management, and strategic direction on the technical and operational aspects of the project. The COP will serve as the primary liaison between the Government of Ethiopia, specifically the Federal Ministry of Health, the Data Use Partnership and other stakeholders for partnership and collaboration. The COP will be the primary liaison with USAID/Ethiopia on technical, contractual and financial matters. Candidates must have a Master’s degree in management, health informatics/health information systems or public health with significant senior-level experience, minimum 12+ years’ experience leading and managing donor funded programs, including at least 5 years’ experience in a senior-level management position on USAID-funded projects. Fluency in Amharic, and strong English writing/speaking skills required.

Deputy Chief of Party of Programs – Support the Chief of Party in overall management, strategic direction and oversight of the technical elements of the project. The position is responsible for supporting the Federal Ministry of Health, working with the Data Use Partnership and the Directorate of Policy and Planning, to contribute to the transformation of the current health information system into a robust integrated platform. This includes leading the refinement and digitalization of key, priority systems; incorporating a change management approach to increase use and utilization of data for decision making; and establishment of a governance structure capable of supporting development, deployment and maintenance of a unified, strengthened health management information system. Candidates must have a Master’s degree in health informatics, health information systems, or related field, with 10+ years’ experience in development, management, and implementation of public health information system programs and knowledge of District Health Information System (DHIS2). Fluency in Amharic, and strong English writing/speaking skills required.

Deputy Chief of Party of Operations – Lead and oversee management of finance, administration and operational functions of a central office and regional offices. This includes oversight of human resources, procurement, logistics and maintenance of related systems. Candidate must have a Bachelor’s degree in Accounting, Business Administration or related field (Master’s degree preferred); and 8+ years’ experience managing large, multi-million dollar USAID contracts. Candidates must also have expertise in USAID financial reporting and compliance requirements; in-depth knowledge of financial software applications, including QuickBooks and others; and fluency in Amharic, and strong English writing/skills required.

Monitoring, Evaluation, and Learning (MEL) Director – Responsible for managing the program's monitoring, evaluation, and learning activities. He/she will work closely with the technical specialists to measure the effectiveness of USAID/Ethiopia health management information systems programs. He/she will seek to collaborate and provide technical support to the Deputy Chief of Party of Programs. With the Knowledge Management and Communications Specialist, he/she will design innovative approaches to showcase successful activities that promote data use, interoperability, and change management in the Federal Ministry of Health. Candidates must have a Bachelor’s Degree in in social sciences, economics, international development, evaluation research, statistics, or a related field (Master’s degree is preferred), and 8+ years’ experience in designing, managing, and implementing results-based monitoring, evaluation and learning activities on USAID or other donor-funded projects. Fluency in Amharic, and strong English writing/speaking skills required.

Knowledge Management and Communications Specialist – Responsible for knowledge management and information exchange among the project’s Addis Ababa and regional offices, the Data Use Partnership, and USAID/Ethiopia. In addition, he/she will be responsible for external and internal communications activities and reporting. Candidates must have a Bachelor’s degree in knowledge management, communications, or related field (Master’s degree preferred) and 8+ years of relevant experience. Fluency in Amharic, and strong English writing/speaking skills required.

Health eSystems Development Specialist – Responsible for managing and leading building capacity at the national and local level to strengthen and harmonize routine health information systems, and increase the quality of their collection, analysis, dissemination and use of health information for program planning. Candidates must have a Master’s Degree in Information Systems, Public Health or Health Informatics, and 6+ years of experience in health information system strengthening and capacity building in the area of data management and understanding of web/server database design, development and management. Strong English writing/speaking skills required, fluency in Amharic preferred

District Health Information Software (DHIS2) Specialist – Responsible for working with and building capacity of national and local level technical specialists to develop/customize DHIS2 modules, develop and rollout DHIS2 application programming interface (API) custom solutions and HIS system extensibility/interoperability with existing and future software platforms, adopt DHIS2 into daily work processes, advance collective DHIS2 implementation and provide technical support to DHIS2 software teams within the Federal Ministry of Health and universities. Candidates must have a Master’s degree in Information Systems, Computer Science, or Health Informatics, and a minimum of 2 years’ experience with DHIS systems specifically. Strong English writing/speaking skills required, fluency in Amharic preferred.

Health Information Systems (HIS) Governance Specialist – Provide support to the Federal Ministry of Health (FMOH) HIS governance structure to facilitate and coordinate the design and implementation of HIS solutions including the adoption of standards and guidelines for eHealth implementation at all levels. This position will work directly with the FMOH, Data Use Partnership and other stakeholders to provide assistance, guidance and advocacy to support/facilitate development and compliance of HIS standards, guidelines and procedures; ethical standards in health information for patient privacy and security; and coordination of HIS activities at all levels. Candidates must have a Master’s degree in Information Systems, Public Health or Health Informatics, and 6+ years of experience in HIS governance. Fluency in Amharic, and strong English writing/speaking skills required.
