The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall purpose of the role:

The Rapid Response Mechanism (RRM) MEAL Officer will provide technical support to the Emergency Rapid Response team and oversee all MEAL activities of the emergency response including assisting program teams in defining indicators, develop data collection tools and protocols, training for DRC, partners and casual staff, and providing technical quality control of all data collection, management, analysis, and reporting across the project. The RRM MEAL Officer will collaborate closely with program teams (Emergency Advisor and RRM team), the MEAL Coordinator and other sectoral focal points. The RRM MEAL Officer will ensure that programme MEAL efforts are in line with DRC, Cluster and Donor standards.


  • Conduct multi-sectorial rapid assessments
  • In close collaboration with DRC’s MEAL Coordinator, Emergency Advisor and other sectoral focal points, support in developing relevant data collection tools and systems to ensure the timely collection of high-quality data
  • Provide ongoing technical assistance field-based emergency implementing teams in the implementation of MEAL plans, the application of data collection tools, data management and quality checks, and data analysis and reporting
  • Support in the development of project MEAL plans, standards, and protocols for the RRT based on the project logframe and DRC’s standards and procedures
  • Capture RRM learning experiences, document and disseminate them internally and externally in collaboration with the Emergency Advisor, the Rapid Response Mechanism (RRM) Team Leader and DRC’s MEAL Coordinator and participate in learning events as relevant
  • Lead evaluation efforts such as PDMs, emergency real-time evaluations, internal baseline and end line KAPs, case studies as needed
  • Coordinate and conduct capacity building for emergency response staff, as well as partner organizations where appropriate, on monitoring and evaluation to build the knowledge and increase skills for high quality MEAL practices and the regular use of MEAL data in programmatic decision-making-relevant training may range from basic MEAL concepts, qualitative and quantitative methods of data collection, analysis, management, presentation and interpretation of MEAL data
  • Conduct regular visits to field sites to provide oversight, coaching and mentoring for project and technical MEAL and program staff that standards and procedures are implemented effectively and meet the highest quality standards
  • Ensure compliance with DRC and international policy, procedures and practices throughout emergency response activities, including adherence to Do No Harm principles

Experience and technical competencies: (include years of experience)

  • A minimum of two (2) years of experience within the humanitarian sector in the area of monitoring and evaluation strongly preferred
  • Abilities in translating log frames/results frameworks into monitoring plans, developing data collection tools and protocols, data collection and management, use of databases, and data analysis
  • Proven technical skills in monitoring and evaluation and experience with qualitative and quantitative data collection and analysis
  • Strong writing skills and ability to present and explain monitoring data to expert and non-expert audiences
  • Excellent analytical, presentation, and report writing skills
  • Experience using common software applications such as MS Excel, Access, or statistics software such as SPSS, STATA
  • Previous experience with electronic/mobile data collection (Kobo Collect, CommCare, ODK) and GIS mapping preferred
  • Analytical skills, observation and analysis capacity

Education: (include certificates, licenses etc.)

  • University degree in statistics, mathematics, computer science, economics ,social sciences, public health, or a related discipline
